Can you answer two questions about the Anime Higurashi?

I am hoping that people who are familiar with anime and hopefully with this show would be able to answer two questions about Higurashi. The first question which will be the easiest one of the two is this: What order are you suppose to watch Higurashi in so that you can understand or hopefully understand what is going on? The second question is about something that I read about which involves a Japanese girl killing her dad with a bill hook cleaver and how the people blame the anime because Rena's weapon of choice is a cleaver. I can understand why people would want to blame the anime, but what I don't understand is that they chose not to dub it because of this incident. I may be stating the obvious here, but people are going to kill people whether the anime is subbed or dubbed, so why not just finish dubbing the anime? I mean, even if you don't finish dubbing Higurashi doesn't mean that people are going to not kill people with cleavers if they wanted to. If you're not going to finish dubbing it, then why finish subbing it? It makes no sense to me. Even if you sub it, it still contains the killings in it. That means there is really no difference except the voices. If everything is still the same in it, then why don't they just continue to dub it so that it can be both subbed and dubbed, then no one will be the wiser. I'm not glad about what the girl did, I'm just saying that you shouldn't stop dubbing an Anime like Higurashi just because of the incident.
