Anyone know what this lady is talking about?

When using TurboTax, the amount shown as "refund" means nothing until you finish entering all of your info. The reason the additional job takes the refund DOWN is that each job takes out like they are her only job, but when you file you are reporting all of your income for the year. Each job took out like she would get a standard deduction and an exemption, but she only gets one, not two, of each, so more of her income is taxed than was taken out for.
